A sandbag filling device utilizing a scoop possessing first and second end portions. A channel is formed intermediate the first and second end portions and is sized to allow a bag to fit over the scoop. A support is also employed and includes a first portion pivotally engaging the scoop. The support also possesses a second portion which includes a flange that extends transversely from the support. The flange may sere as a stop for the closed portion of the bag that fits over the scoop when the bag is being filled.
